WPA Soundexing Projects The Work Progress Administration was established in 1935 and renamed the Work Projects Administration in 1939. This Federal agency's goal was to provide jobs for the unemployed during the Great Depression. One of the most important projects with long-term value to genealogists was the creation of Soundex indexes to both census schedules and immigration records. The Soundex cards created by the WPA for census records have been microfilmed by the National Archives and Records Administration (NARA).
