1918 flu pandemic originated in pigs, study finds

 

WASHINGTON (AP) - The 1918 influenza virus that killed more than 20 million people worldwide originated from American pigs and is unlike any other known flu bug, say researchers. They warn that it could strike again.

 

Using lung tissue taken at autopsy 79 years ago from an Army private killed by the flu, scientists at the Armed Forces Institute of Pathology made a genetic analysis of the virus and concluded it is unique, though closely related to the ''swine'' flu.

 

''This is the first time that anyone has gotten a look at this virus which killed millions of people in one year, making it the worst infectious disease episode ever,'' said Dr. Jeffery K. Taubenberger, leader of the Armed Forces Institute team. ''It does not match any virus that has been found since.''

 

Although the disease that caused the worldwide epidemic was called ''Spanish flu,'' the virus apparently is a mutation that evolved in American pigs and was spread around the globe by U.S. troops mobilized for World War I, said Taubenberger.

 

The Army private whose tissue was analyzed contracted the flu at Fort Jackson, S.C. For that reason, Taubenberger and his colleagues suggest in the journal Science that the virus be known as Influenza A/South Carolina.

 

Science is publishing the study today.

 

Army doctors in 1918 conducted autopsies on some of the 43,000 servicemen killed by the flu and preserved some specimens in formaldehyde and wax.

 

Taubenberger said his team sorted through 30 specimens before finding enough virus in the private's lung tissue to partially sequence the genes for hemagglutinin and neuraminidase, two key proteins in flu virus.

 

''The hemagglutinin gene matches closest to swine influenza viruses, showing that this virus came into humans from pigs,'' said Taubenberger.

 

The finding supports a widespread theory that flu viruses from swine are the most virulent for humans.

 

Most experts believe that flu viruses reside harmlessly in birds, where they are genetically stable. Occasionally, a virus from birds will infect pigs. The swine immune system attacks the virus, forcing it to change genetically to survive. The result is a new virus. When this new bug is spread to humans, it can be devastating, said Taubenberger.

 

Two other flu viruses spread all over the world since 1918 - Asian flu in 1957 and the Hong Kong flu in 1968 - and both mutated in pigs.

Epidemic influenza remains the biggest and unconquered acute threat to human health, inflicting damage and death far beyond familiar notification data. The impact of influenza A is particularly severe during periodic pandemics owing to novel antigenic variants which override immunity from experience of earlier subtypes. It is salutary to remember that we do not really understand why the devastating pandemic of 1918-19 was so severe, and that we cannot therefore be confident that our modern medical measures would succeed against a similar future challenge.

As a reminder of the grim reality of that pandemic, the following letter may be of interest. It was found in a trunk in Detroit among other medical papers handed to the department of epidemiology of the University of Michigan. A copy was given to me in 1959 by the late Dr T Francis, jun, and it is now published with the agreement of Dr V Hawthorne, his successor as head of department.

My dear Burt-

It is more than likely that you would be interested in the news of this place, for there is a possibility that you will be assigned here for duty, so having a minute between rounds I will try to tell you a little about the situation here as I have seen it in the last week.

As you know I have not seen much Pneumonia in the last few years in Detroit, so when I came here I was somewhat behind in the niceties of the Army way of intricate Diagnosis. Also to make it good, I have had for the last week an exacerbation of my old "Ear Rot" as Artie Ogle calls it, and could not use a Stethoscope at all, but had to get by on my ability to "spot" ' em thru my general knowledge of Pneumonias. I did well enough, and finally found an old Phonendoscope that I pieced together, and from then on was all right. You know the Army regulations require very close locations etc.

 

Camp Devens is near Boston, and has about 50,000 men, or did have before this epidemic broke loose. It also has the Base Hospital for the Div. of the N. East. This epidemic started about four weeks ago, and has developed so rapidly that the camp is demoralized and all ordinary work is held up till it has passed. All assembleges of soldiers taboo.

These men start with what appears to be an ordinary attack of LaGrippe or Influenza, and when brought to the Hosp. they very rapidly develop the most viscous type of Pneumonia that has ever been seen. Two hours after admission they have the Mahogany spots over the cheek bones, and a few hours later you can begin to see the Cyanosis extending from their ears and spreading all over the face, until it is hard to distinguish the coloured men from the white. It is only a matter of a few hours then until death comes, and it is simply a struggle for air until they suffocate. It is horrible. One can stand it to see one, two or twenty men die, but to see these poor devils dropping like flies sort of gets on your nerves. We have been averaging about 100 deaths per day, and still keeping it up. There is no doubt in my mind that there is a new mixed infection here, but what I dont know. My total time is taken up hunting Rales, rales dry or moist, sibilant or crepitant or any other of the hundred things that one may find in the chest, they all mean but one thing here -Pneumonia-and that means in about all cases death.

 

The normal number of resident Drs. here is about 25 and that has been increased to over 250, all of whom (of course excepting me) have temporary orders-"Return to your proper Station on completion of work". Mine says "Permanent Duty", but I have been in the Army just long enough to learn that it doesnt always mean what it says. So I dont know what will happen to me at the end of this.

We have lost an outrageous number of Nurses and Drs., and the little town of Ayer is a sight. It takes Special trains to carry away the dead. For several days there were no coffins and the bodies piled up something fierce, we used to go down to the morgue (which is just back of my ward) and look at the boys laid out in long rows. It beats any sight they ever had in France after a battle. An extra long barracks has been vacated for the use of the Morgue, and it would make any man sit up and take notice to walk down the long lines of dead soldiers all dressed and laid out in double rows. We have no relief here, you get up in the morning at 5 .30 and work steady till about 9.30 P.M., sleep, then go at it again. Some of the men of course have been here all the time, and they are TIRED.

 

If this letter seems somewhat disconnected overlook it, for I have been called away from it a dozen times the last time just now by the Officer of the Day, who came in to tell me that they have not as yet found at any of the autopsies any case beyond the Red. Hepatitis. stage. It kills them before they get that far.

 

I dont wish you any hard luck Old Man but I do wish you were here for a while at least. Its more comfortable when one has a friend about. The men here are all good fellows, but I get so [censored] sick o Pneumonia that when I go to eat I want to find some fellow who will not "Talk Shop" but there aint none nohow. We eat it live it, sleep it, and dream it, to say nothing of breathing it 16 hours a day. I would be very grateful indeed if you would drop me a line or two once in a while, and I will promise you that if you ever get into a fix like this, I will do the same for you.

 

Each man here gets a ward with about 150 beds, (Mine has 168) and has an Asst. Chief to boss him, and you can imagine what the paper work alone is - fierce,-- and the Govt. demands all paper work be kept up in good shape. I have only four day nurses and five night nurses (female) a ward-master, and four orderlies. So you can see that we are busy. I write this in piecemeal fashion. It may be a long time before I can get another letter to you, but will try.

 

This letter will give you an idea of the monthly report which has to be in Monday. I have mine most ready now. My Boss was in just now and gave me a lot more work to do so I will have to close this.

President Bush, increasingly concerned about a possible avian flu pandemic, revealed Tuesday that any part of the country where the virus breaks out could likely be quarantined and that he is considering using the military to enforce it.

After the bungled initial federal response to Katrina, Bush suggested putting the Pentagon in charge of search-and-rescue efforts in times of a major terrorist attack or similarly catastrophic natural disaster. He has argued that the armed forces have the ability to quickly mobilize the equipment, manpower and communications capabilities needed in times of crisis.

But such a shift could require a change in law, and some in Congress and the states worry it would increase the power of the federal government at the expense of local control.

MARTIAL LAW

 

The following guide will help you plan, prepare, and get ready in the event that martial law threatens you safety and well being. It is divided into two parts. The first part describes the framework for martial law and the second part the actions to take in preparing or the actual declaration of martial law.

* Martial law is defined as: military rule or authority imposed on a civilian population when the civil authorities cannot maintain law and order, as in a time of war or during an emergency.

* Hitler turned Germany into a Nazi dictatorship through executive orders.

* Executive Order 10995: All communications media are to be seized by the Federal Government. Radio, TV, newspapers, CB, Ham, telephones, and the internet will be under federal control. Hence, the First Amendment will be suspended indefinitely.

* Executive Order 10997: All electrical power, fuels, and all minerals well be seized by the federal government.

* Executive Order 10998: All food resources, farms and farm equipment will be seized by the government. You will not be allowed to hoard food since this is regulated.

* Executive Order 10999: All modes of transportation will go into government control. Any vehicle can be seized.

* Executive Order 11000: All civilians can be used for work under federal supervision.

* Executive Order 11490: Establishes presidential control over all US citizens, businesses, and churches in time of "emergency."

* Executive Order 12919: Directs various Cabinet officials to be constantly ready to take over virtually all aspects of the US economy during a State of National Emergency at the direction of the president.

* Executive Order 13010: Directs FEMA to take control over all government agencies in time of emergency. FEMA is under control of executive branch of the government.

* Executive Order 12656: "ASSIGNMENT OF EMERGENCY PREPAREDNESS RESPONSIBILITIES", "A national emergency is any occurrence, including natural disaster, military attack, technological emergency, or other emergency that seriously degrades or seriously threatens the national security of the United States. Policy for national security emergency preparedness shall be established by the President." This order includes federal takeover of all local law enforcement agencies, wage and price controls, prohibits you from moving assets in or out of the United States, creates a draft, controls all travel in and out of the United States, and much more.

* Martial law can be declared due to natural disasters, Y2k Crisis, Stock Market crash, no electricity, riots, biological attack, .... anything leading to the breakdown of law and order.

 

SURVIVING MARTIAL LAW

 

* Prepare before any declaration of martial law by becoming self reliant. You may become subject to a bureaucratic system and be prepared to stay one step ahead of it which is easy to do if you are prepared and in a position to be self reliant. You may also face mob rule, chaos, panic, or a complete breakdown in law and order. Surival situations may be easier to handle in rural areas than urban.

* Avoid areas of marital law. Can be imposed due to natural disasters or man caused events. Important to have a retreat or place in a rural area away from populated areas.

* Create alliances with like minded neighbors or community members that share your views. Team work and numbers may help your situation.

* Become transparent in the sense that you do not draw attention to yourself or your family. For instance, do not tell people that you are storing food just store food. Be prepared to render assistance to neighbors if need be. You never know when you will need them.

* Remain calm! Do not panic.

* Avoid areas of civil unrest if possible. If caught in civil unrest take appropriate action.

* Get informed and stay informed. Understand martial law can be a temporary crisis or an extended one. In extreme cases the shape of a whole nation can change.

* Declaration of martial law means your rights are suspended and it is government by decree. Your constitutional rights may no longer apply. This could mean a state of National Emergency.

* People can be arrested and imprisoned indefinitely without charges.

* Freedom of speech and freedom of assembly can be suspended, and censorship of the media imposed.

* Gun ownership will also come under severe attack during marital law. We could see house to house searches by the military or National Guard looking for guns and seizing any they find along with stored food.

* Take a stand on issues and make a choice that fits your beliefs and the situation. Do you believe as Patrick Henry, "Give me liberty or give me death?" Realize you may have some hard choices to make. Understand you may have to sacrifice your principles on trivial matters or take a hard stand. Always remember that you may have to come back and fight another day.
